Background & Qualifications:

As Chair of the Manassas City School Board, Jill has:

  • Led the Board through strategic planning, fiscal stewardship, and collaborative governance..
  • Helped deliver the new Jennie Dean Elementary School on time and on budget while overseeing other major capital investments that support our city’s continued growth.
  • Guided successful initiatives to expand Career and Technical Education, strengthen advanced academic opportunities, launch innovative alternative education pathways, and improve student outcomes.

Jill is experienced in managing public budgets, negotiating complex priorities, and building consensus among elected officials, staff, community partners, and residents.

Jill is an active participant on local and regional committees focused on education, workforce development, legislative advocacy, and long-range planning, working to ensure Manassas remains competitive and prepared for the future.

Jill is a long-time community volunteer committed to preserving Manassas’ history while helping shape thoughtful, responsible growth for the next generation.

Economic Opportunity: Supporting local businesses, attracting new employers, and expanding our commercial tax base will create jobs, strengthen our economy, and help reduce the tax burden on residents.
