Bob Marshall refuses to debate

Potomac Local invited Candidate for 13th District Delegate Don Shaw and incumbent Bob Marshall to debate on October 8, 2015. Bob has not responded which indicates to me that he is not interested in debating. The last time I saw him debate, he was disinterested and basically argued that he was the only qualified candidate.
