Background & Qualifications:
Dianne spent her professional career as a government contractor, working for the last 10 plus years as a program manager for multimillion-dollar contracts. She believes her experience managing complex projects with multiple stakeholders has prepared her well for the challenges of city governance. In addition, to being a certified program manager, she is a trained change management professional and industry black belt.
Dianne has volunteered for the City in various capacities. After attending Manassas City’s inaugural Leadership Development program, Dianne was appointed to the City’s Diversity, Equity, and Inclusion Task Force in 2021, where she served as the Housing Team lead. In June 2023, she was appointed to the City’s Parks, Culture and Recreation Committee, where she served until June 2026 when her term ended. In November 2025, she was appointed to the City’s first Housing Advisory Board where she serves as vice chair.
A 28-year resident of Manassas, Dianne and her husband, David, moved to Manassas because of its small-city vibe. They have one child, who graduated from Osbourn High School in 2018. Dianne is past vice president and current member at Bull Run Unitarian Universalists and is a member of Prince William County Amateur Radio Emergency Services. Dianne loves to travel, and she loves Disney vacations.

Dianne’s volunteer work for the city has led her to focus on three key areas:
Housing Affordability – Dianne is the vice chair of the Manassas City Housing Advisory Board, and an advocate for The Landings, an affordable housing complex under development. While not a perfect solution, she believes it is a first step in addressing housing affordability for City first responders, teachers, young professionals, and “downsizers” who want to live in Manassas.
Smart Growth and Redevelopment — The City just turned 50, and redevelopment opportunities will continue to present themselves. The City purchased two downtown properties for redevelopment; they are generational opportunities to bring services, amenities, and housing to the City and set the future for Manassas in 2075. Dianne has participated in community meetings and attended city boards and commissions to bring the voices of the residents to the decision-making process for the development efforts. She will do the same as a council member.
Parks and Cultural Assets — Dianne is an advocate for accessible parks and green space in any developments to support play for all residents. In addition, she will continue to promote City cultural program partnerships.

Proven Track Record of Results: Dianne was the program manager assigned to struggling programs, to return them to both profitability and predictability. Dianne led multiple efforts during her tenure as Bull Run’s vice president including the annual fundraising campaign, where they achieved over $350K; partnered with George Mason University to streamline and reorganize the church committee and operational structure; and was a key member of the church’s COVID reopening task force. As team lead for Housing on the Diversity, Equity and Inclusion task force, the Housing Team delivered its report on time with minimal rework. Dianne delivers on her commitments.
Effective Leadership & Collaboration: Dianne was frequently recognized throughout her professional career for leadership, team-based solutions, and working across boundaries. She plans to bring those same skills to governing Manassas. She knows that Manassas is comprised of residents who care passionately about their community – whether they have lived here 6 months, 6 years, or 60 years. Working through the City’s committees, commissions, and boards, Dianne will work to engage residents in meeting the City’s challenges/opportunities and making plans for its future. Meeting with residents in their communities and simply living in the City allow for multiple opportunities to hear and listen to what residents want, what their concerns are, and how they see Manassas in the future. Active listening promotes resident-based solutions and ideas.
A Vision for the Future: Dianne believes the City’s future has amazing opportunities and wants to represent the residents in shaping that future. She sees a Manassas where graduates of City schools can live and work, and families can play and enjoy City parks and amenities. She wants Manassas to be a destination where you can stay in a City hotel, go to the City museum and historic sites, shop unique stores, and then enjoy evening dining and entertainment.
