RESOLUTION OF THE MANASSAS AND MANASSAS PARK CITIES DEMOCRATIC COMMITTEE CALLING ON VIRGINIA\u2019S GOVERNOR TO AFFIRM THAT TRANSGENDER TROOPS MAY SERVE OPENLY IN THE VIRGINIA NATIONAL GUARD, VIRGINIA AIR NATIONAL GUARD, AND VIRGINIA DEFENSE FORCE<\/strong><\/p>\n\n\n\n

WHEREAS,<\/strong> on July 26,\n2017, President Donald Trump announced via Twitter that the United States\nGovernment would implement a ban on transgender people from serving in the\nUnited States Armed Forces by reversing existing policy that allowed\ntransgender servicemembers to serve openly; <\/p>\n\n\n\n

WHEREAS,<\/strong> the Virginia\nGovernor is the Commander-in-Chief of the Virginia National Guard, Virginia Air\nNational Guard, and Virginia Defense Force; <\/p>\n\n\n\n

WHEREAS,<\/strong> the Trump\nAdministration\u2019s transgender military ban went into effect on April 12, 2019\nand military academies will begin to refuse transgender students in 2020; <\/p>\n\n\n\n

WHEREAS,<\/strong> transgender\nservice members have served openly since 2016, bravely defending our nation\nwith distinction while preserving unit cohesion and contributing to military\nreadiness; <\/p>\n\n\n\n

WHEREAS,<\/strong> a 2016 study\nby the RAND Corporation found that allowing transgender Americans to serve\nopenly in the Armed Forces would \u2018\u2018have minimal impact on readiness and health\ncare costs\u2019\u2019 and \u2018\u2018little or no impact on unit cohesion, operational\neffectiveness or readiness\u2019\u2019; <\/p>\n\n\n\n

WHEREAS,<\/strong> thousands of\ntransgender Americans currently serve actively in the Armed Forces and in the\nReserves throughout all branches and military occupational specialties; <\/p>\n\n\n\n

WHEREAS,<\/strong> the American\nMedical Association, the American Psychological Association, the American\nPsychiatric Association, and three former military Surgeons General each have\naffirmed the medical efficacy of transition-related care and have expressed\nopposition to President Trump\u2019s discriminatory ban; <\/p>\n\n\n\n

WHEREAS,<\/strong> the claims\nattempting to justify President Trump\u2019s ban are based on flawed scientific and\nmedical assertions; <\/p>\n\n\n\n

WHEREAS,<\/strong> there is a\nglobal medical consensus that transition related care is effective, safe, and\nreliable; <\/p>\n\n\n\n

WHEREAS<\/strong>, all five military Chiefs of Staff have testified publicly that the existing policy has had no adverse effect on military readiness; <\/p>\n\n\n\n

WHEREAS,<\/strong> at least 18 nations allow transgender people to serve openly and effectively in their armed forces; <\/p>\n\n\n\n

WHEREAS,<\/strong> on August 1, 2017, fifty-six retired generals and admirals released a statement affirming, \u2018\u2018This proposed ban, if implemented, would cause significant disruptions, deprive the military of mission-critical talent, and compromise the integrity of transgender troops who would be forced to live a lie, as well as non-transgender peers who would be forced to choose between reporting their comrades or disobeying policy\u2019\u2019;
<\/p>\n\n\n\n

WHEREAS,<\/strong> transgender members of the Armed Forces have fought in defense of our freedoms with honor and distinction since our Nation\u2019s founding and have been bestowed with such commendations and awards as the Bronze Star and Purple Heart for their courage and sacrifices; <\/p>\n\n\n\n

WHEREAS,<\/strong> President\nTrump\u2019s ban on transgender members of the Armed Forces targets and stigmatizes\nan entire class of people; <\/p>\n\n\n\n

WHEREAS,<\/strong> President\nTrump\u2019s ban on transgender members of the Armed Forces would affect all\ntransgender members of the Armed Forces and force them to serve under a policy\nthat stigmatizes and devalues their contributions to our Nation\u2019s defense; <\/p>\n\n\n\n

WHEREAS,<\/strong> five states\n(California, Nevada, New Mexico, Oregon, and Washington) are allowing\ntransgender troops to serve in the National Guard despite the Administration\u2019s\norder. <\/p>\n\n\n\n

NOW, THEREFORE, BE IT RESOLVED,<\/strong> that the\nManassas and Manassas Park Cities Democratic Committee strongly opposes President Trump\u2019s\ndiscriminatory ban on transgender members of the Armed Forces; and strongly\nurges Virginia Governor Ralph Northam to affirm that transgender troops may\nserve openly in the Virginia National Guard, Virginia Air National Guard, and\nVirginia Defense Force.<\/p>\n\n\n\n
