The nominee chosen at the <b>August 8th <\/b>unassembled caucus (firehouse primary) will represent the party on the ballot for the special election taking place on <b>November 3rd, 2026<\/b>.<\/p>\n<p>Individuals seeking the Democratic nomination must complete all candidate filing requirements and submit them directly to Marci Settle, Chair of the Virginia House District 20\u00a0 Democratic Nominating Committee, or her designee.<\/p>\n<h4><b>Candidate Filing Requirements &amp; Deadlines<\/b><\/h4>\n<p>All completed filing materials must be personally received by the Chair or a designated representative starting on <b>Monday, June 29th at 12 pm ET<\/b> and no later than <b>Friday<\/b>, <b>July 24th at 5:00 PM ET<\/b>.<\/p>\n<p>Prospective candidates are strongly encouraged to submit early, as any filing containing errors or omissions will be deemed incomplete. Candidates may supplement or amend their paperwork anytime before the hard July 24th deadline.<\/p>\n<p>To qualify for the ballot, a candidate must submit:<\/p>\n<ul>\n<li aria-level=\"1\">A <b>Mandatory Filing Fee of $500<\/b> (check made payable to <b>MMPCDC<\/b>) to assist with caucus costs. referendum to temporarily remap Virginia&#8217;s 11 congressional districts&#8211;to partly offset recent MAGA gerrymandering initiatives in several red states&#8211;was passed by a majority of the voters in <strong>Virginia&#8217;s <a href=\"https:\/\/www.elections.virginia.gov\/casting-a-ballot\/upcoming-elections.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">April 21st special election.<\/a><\/strong> <a href=\"https:\/\/enr.elections.virginia.gov\/results\/public\/virginia\/elections\/2026-April-21-Special\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">The statewide vote<\/a> was 51.45% in favor versus 48.55% opposed with 3.06 million ballots casts. <a href=\"https:\/\/enr.elections.virginia.gov\/results\/public\/manassas-city\/elections\/2026-April-21-Special\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">The City of Manassas vote<\/a> was 61.80% in favor versus 38.20% opposed with 10,212 ballots casts (41.63% of the 24,530 registered voters), while <a href=\"https:\/\/enr.elections.virginia.gov\/results\/public\/manassas-park-city\/elections\/2026-April-21-Special\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">the Manassas Park vote<\/a> She opened her home and her heart to so many of us and worked tirelessly as a canvasser, advocate, poll greeter, supporter, adviser, teacher, listener, researcher, and more than our grieving brains can express. Cheryl was ever present&#8211;to staff an event, prepare food for a crowd, welcome dignitaries, assemble candidate literature, pick up litter, stuff envelopes, assemble food care packages during Covid, dress up for fundraisers, even sing karaoke.&nbsp;<\/p>\n\n\n\n<p class=\"has-text-align-left\">Besides serving as our co-chair for nearly eight years, Cheryl was a long-time active volunteer leader with other organizations, including the Manassas Rotary Club and Scouting America&#8217;s National Capital Area Council.<\/p>\n\n\n\n<p>The greater Manassas community honored Cheryl&#8217;s legacy with a Celebration of Life on November 15, 2025. At the same time, the boundaries of the City&#8217;s five other voting precincts have been adjusted, to better balance the number of registered voters within each precinct.&nbsp; These changes were prompted by continued residential development and population growth within the City and the requirement under the<a href=\"http:\/\/law.lis.virginia.gov\/vacode\/title24.2\/chapter3\/section24.2-307\/\" target=\"_blank\" rel=\"noopener noreferrer\"> Code of Virginia<\/a> that no precinct have more than 5,000 registered voters or 4,000 votes cast in a presidential election.<\/p>\n<p style=\"text-align: left;\">On February 13, 2017, the Manassas City Council adopted <a href=\"https:\/\/legistarweb-production.s3.amazonaws.com\/uploads\/attachment\/pdf\/42941\/O-2017-08.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>a new City of Manassas voting precinct ordinance <\/strong><\/a>that sets the boundaries and designates the polling places for all voting precincts (including the central absentee voting precinct in the Old Town Hall building at 9025 Center St).<\/p>\n<p style=\"text-align: left;\">Below is a map of the new voting precinct boundaries. Voters now mark their votes on a paper ballot and then insert the ballot into an optical scanner that reads the selections and takes a digital image of the ballot. Reid, April 13, 1951 &#8211; February 23, 2017<\/strong><\/h4>\n<figure><a href=\"https:\/\/manassascitydemocrats.org\/wp-content\/uploads\/2017\/02\/Paul-Reid-in-Paris.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-2774  aligncenter\" src=\"https:\/\/manassascitydemocrats.org\/wp-content\/uploads\/2017\/02\/Paul-Reid-in-Paris-266x300.jpg\" alt=\"\" width=\"401\" height=\"452\" srcset=\"https:\/\/manassascitydemocrats.org\/wp-content\/uploads\/2017\/02\/Paul-Reid-in-Paris-266x300.jpg 266w, https:\/\/manassascitydemocrats.org\/wp-content\/uploads\/2017\/02\/Paul-Reid-in-Paris.jpg 401w\" sizes=\"auto, (max-width: 401px) 100vw, 401px\" \/><\/a><\/figure><p style=\"text-align: left;\"><\/p>\n<p style=\"text-align: left;\">Paul Reid, a stalwart member of our Committee and a good friend to many of us, passed away on Thursday, February 23, following a bout with cancer.&nbsp; He died at home in his wife\u2019s arms.<\/p>\n<p style=\"text-align: left;\">Paul was born April 13, 1951 in Brooklyn, New York, the son of the late William F. and Marcella M. Reid.&nbsp; He retired from the Central Intelligence Agency, then worked for General Dynamics and Geospatial Solution Inc., finally retiring in 2015.<\/p>\n<p style=\"text-align: left;\">After leaving federal service, Paul became an active volunteer for the Manassas &amp; Manassas Park Cities Democratic Committee.<\/p>\n<p style=\"text-align: left;\">EJ Scott, MMPCDC\u2019s Immediate Past Chair, summarizes Paul\u2019s service to our Democratic community as follows:<\/p>\n<p style=\"text-align: left;\"><em>Paul Reid was the true embodiment of Democratic&nbsp;values.&nbsp;He believed in equality and justice and was dedicated to making this country live up to its ideals. He was a&nbsp;quiet man, except when talking about the craziness exhibited by the other side. No one worked harder and longer than Paul. He knocked doors, made phone calls, worked the polls&nbsp;and was always the first one onsite&nbsp;to help set up for events. He was given MMPCDC\u2019s second Blue Victory Chair&#8217;s Award for his service and commitment to getting Democrats elected.<\/em><\/p>\n<p style=\"text-align: left;\"><em>Paul spoke fluent Spanish and loved to dance the salsa&nbsp;with his wife Betsy. At our festival&nbsp;booths, it was&nbsp;reassuring to have him there to&nbsp;converse with&nbsp;our Spanish-speaking&nbsp;visitors.&nbsp;<\/em><\/p>\n<p style=\"text-align: left;\"><em>After the House of Delegate Districts were redrawn, and&nbsp;we could not&nbsp;find anyone to run against Jackson Miller, Paul&nbsp;even agreed to be&nbsp;our write-in candidate&nbsp;for the 50th District Delegate. We called and handed out write-in ballots, and he received a good vote showing.<\/em><\/p>\n<p style=\"text-align: left;\"><em>Paul was generous. He often offered to assist with&nbsp;financing events, and he sponsored tickets to our events, so the less fortunate could attend. He gave to&nbsp;Democratic candidates and then continued to give his time and energy to getting them elected.<\/em><\/p>\n<p style=\"text-align: left;\"><em>Paul Reid was a participant. Paul was a soldier in the fight to turn&nbsp;Virginia Blue. And recent past elections have shown the rewards of that battle. <\/em><\/p>\n<p style=\"text-align: left;\"><em>When his widow was asked what can we do, she responded simply, \u201cTake back Congress.\u201d&nbsp; Nothing would please him more.<\/em><\/p>\n<figure><a href=\"https:\/\/manassascitydemocrats.org\/wp-content\/uploads\/2017\/02\/Paul-Reid-campaigning.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-2775  aligncenter\" src=\"https:\/\/manassascitydemocrats.org\/wp-content\/uploads\/2017\/02\/Paul-Reid-campaigning-300x209.jpg\" alt=\"\" width=\"600\" height=\"418\" srcset=\"https:\/\/manassascitydemocrats.org\/wp-content\/uploads\/2017\/02\/Paul-Reid-campaigning-300x209.jpg 300w, https:\/\/manassascitydemocrats.org\/wp-content\/uploads\/2017\/02\/Paul-Reid-campaigning-768x534.jpg 768w, https:\/\/manassascitydemocrats.org\/wp-content\/uploads\/2017\/02\/Paul-Reid-campaigning.jpg 937w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><\/a><\/figure><p style=\"text-align: left;\"><\/p>\n<p style=\"text-align: left;\">Paul also volunteered as the Vice President of in-line hockey for the Prince William Hockey Club from 1998 to 2006, where he also coached two of his sons, Andrew and John.&nbsp; In 2006, he purchased a second home in Capon Bridge, West Virginia, where he spent the weekends experimenting with home brewing recipes, reading, kayaking, fishing, biking.<\/p>\n<p style=\"text-align: left;\">Survivors include his wife of 42 years, Elizabeth F. (Betsy) Reid, three sons, Peter Reid of Falls Church, VA, Andrew Reid of Manassas, VA, and John Reid of Austin, Texas; one granddaughter, Mia A. Reid, and one grandson Luke M.
